Affidavit submitted before Misra Commission (1987).

Affidavit of Balbir Kaur, w/o late S. Rattan Singh, Resident of 11/27, Old Gobindpura Extension, Street No.3, Delhi.

I solemnly affirm as under: –

On 1st November, 1984 my husband S. Rattan Singh left for his taxi stand at Lodhi Road in his taxi DLT 4788 alongwith his attendant S. Hakam Singh. On reaching there, they came to know of the disturbances and returned towards the house. When their taxi reached Vijay Chowk, across Jamuna bridge near    I.T.O. which place is at a little distance from our house and is also near the police station, they found that the leaders of the local area had assembled a mob, they were raising slogans. They surrounded the Taxi No. DLT 4788 which was registered in my husband’s name. The mob dragged out my husband and his attendant Hakam Singh from the taxi. They killed them in a merciless manner with sharp weapons and then threw them in the burning taxi.

Because of the imposition of curfew, we could not get out of our house and could not know about them till 6th November, 1984. After the lifting of the curfew, I went to report to the police station on 6th November, 84 that my husband was missing. They told me that a camp had been set up in a school opposite Radhu Cinema and I may find him there.

I went to room No.47 in the school opposite Radhu Cinema as I was told that two Sikhs were staying there but my husband and his friend were not there.

In the same camp, a cousin of my husband met me and he asked me whom I was looking for. On hearing about my problem, he told me to go back home as my husband and his friend had been burnt alive in his taxi and the dead bodies had been thrown in the Jamuna. He showed me the vehicle. On opening the luggage compartment, I found a small piece of turban which was a part of my husband’s turban. I also found the foot of a burnt corpse. We have a photo of that with us.

The hooligans of Shakarpur are still challenging and harassing us and they pass derogatory remarks.
