Affidavit submitted before Misra Commission (1987).

I, Jaspal Kaur widow of S. Balwant Singh aged 33 years, r/o X-3458A, Raghubar Pura No.2, Gali No.1, Gandhi Nagar, Delhi-31, do hereby solemnly affirm and state as under: –

1.                  Name of the persons killed – husband Balwant Singh, aged 38 years, property dealer.

2.                  On Nov.1, 1984, at about 10 pm a mob comprising of 500 – 600 men came outside our house, hurled filthy abuses on me and my husband and rained stones at our house. Then they threatened us that we would not survive. Then they went away. They had lathis, iron rods, hockey sticks, spears, stones etc. in their hands.

3.                  On Nov.2, 1984, the mob came 2 – 3 times and went away after brick batting and abusing us. At about 2 – 3 pm a mob consisting of innumerable persons came and somehow one person climbed on our roof and he started throwing burning quilts etc. downstairs. We had spread these quilts on the roof for drying.

4.                  When we did not come out some persons sprinkled kerosene oil or petrol and set the door on fire and started the looting spree. When we came out we made them hand folded requests to spare us and loot whatever they wanted. They thought for a while and said that they will spare us. Hardly had we came out that somebody shouted that we are being spared. They caught hold of my husband and while beating dragged him to a lane. He was hit on the head by an axe. He fell down dead there.

5.                  That at 7 – 8 pm when the mob came again and tried to burn the dead body of my husband then the neighbours prevailed up them to leave the body. Then they threw the dead body in front of my house.

The person in the mob whom I recognized are: –

1.      Badan Singh, 1/5171, Old Seelampur (East), Gandhi Nagar, Delhi.

2.      Ram Sewak, 3584, Gali No.5, Shanti Mankala (he supplied kerosene oil).

3.      Two brother Ravi and Kaalia – Gali No.7, Shanti Mankla, Gandhi Nagar, (they are famous as Tikkiwala).

4.      Barpat Singh – Gali No.11, Shanti Mankla.

5.      Raju – autorickshaw driver Shanti Mankala.

6.      Anil Kumar Oilwala Gali No.11, Shanti Nagar.

6.                  After this we filed report with the Gandhi Nagar, Police Station and no action was taken thought we revealed the name of the accused.
